Canadian Wheat Board

Canada should open the Wheat Board up to all independent grain growers in Canada not just western wheat farmers. The board should focus on finished products and exploring new markets. The board should include a insurance system to protect farmers from environmental changes such as droughts and very wet seasons. Surpluses should be donated to international relief for tax receipts.
The new Grains Board should set up a series of seed banks across the country. These banks should contain research labs to create new varieties and have a large variety of heirloom seeds to examine and preserve.
Eventually independent farmers from the United States could have a limited non-voting access to the Grain Board. Canadian farmers could opt in and out as they see fit but could only have voting rights if they had opted in for five years.
